Probably the Gimp. Most of the good photo editing software are pay apps. Gimp and its plugins are completely free.

Adobe Photoshop CS3, but is not free.

I would have to say GIMP as well. I have only used it a few times but is is VERY similar to Photoshop, and it's free. They have plenty of plug in's and add on's for it as well.

Paint.net is good for a freeware app, but I have never used GIMP. So I don't know how they compare.
