encoding a video file

Hi, I have an .avi video file with a XviD codec and I want to make it look better and I've heard that reencoding the file will do this. Can someone help me to get the best quality I can?

This is some info:
Video: XviD, 873KBps
Audio: MP3, 128KBps 48KHz VBR
Resolution: 560x240
FPS: 25.000

You can not reencode AVI or any other compressed video, only DVD. Because when they went into the encoding phase, they already loss near 30% of quality, and reeconding can take away another 5%. You can reencode DVD to make them smaller and dont see any quality loss.
