Almost all video encoding is memory intensive. For speed nothing beats WinAvi, the quality is decent too. A couple staff members use VSO ConvertX to DVD, that seems to work well. Auto Gordian Knot works well. WinAvi is my secret weapon for making sigs, it can convert any format to avi that's compatible with WMM and ImageReady.

Compress video, like Divx, Xvid are good in size, but WMV is also good, but quality isn't to well.

I'd try WinAvi then. You can probably get a 4 minute clip in the neighborhood of 20MB's by converting it to avi or rm files.

Ah. I'd just download a Codec Pack and see what you can come up with. For encoding to avi I use Microsoft MPEG-4 Video Codecs. They're fast, good quality, and compatible with Windows Movie Maker.
