USB CD-ROM Boot Problem

I have a win98 boot disk that has usbaspi.sys and usbcd.sys. I works fine when I run it off my floppy drive, but when I make a bootable cd from this floppy and boot it from my usb cd drive, the driver fails when it tries to load the usb drive. it then tells me that it can't cind the remaining files it needs to load and sais that command.com cannot be found and brings me to A> prompt (Not A:\>, just A>) and I can't do anything but reboot. Any ideas how to get around this issue? Thanks.
