Try G-Parted. It's a Linux Live CD with some powerful, easy to use disc partition tools. Download it here: SourceForge.net: Files

Make sure to set your bios to boot from CD or simply tap F12 at bootup to bring up the boot menu, at least that's how a lot of mobos do it.

G-parted is a nice tool when the Windows formatter on the XP disc decides it doesn't want to work. Boot into G-parted, delete the current partition, format to NTFS, and then pop in an XP disc and install. Formatting will delete all files on your HDD.

If that doesnt work, just load the XP disk, when it finds your hard drive, it will give you a list of partitions, now, if you have more than one, the larger one would most likely be the one that you have XP installed on, just hover over that partition, press D. It will ask if you wanna delete this partition, then you should press enter. After this, it prompts you to press L to delete it, do that. Then, it will take you back to the same window you were before, however, you now should hover over the option that says "Unallocated space," for you just deleted that partition, aka formatting your drive.
