I'm not sure to be honest. You can download saved games and roster files manually and put them on your Xbox HDD, so it might be possible. However, downloadable content from Xbox Live could be a different story. It just depends if the download data is signed digitally by MS and if it's able to be "ripped" out so to speak and placed on the Xbox HDD outside of Live.
Hmm... I researched this a bit further and it doesn't look like it's possible. It appears pay-to-download content is signed by MS and married to the Xbox console that it's downloaded on. It doesn't appear possible to transfer pay-to-download from one Xbox to another.
If you have a modchip that has the option to be disabled, an original copy of BF2, and a live account you can always sign on to Live and pay the $5 to download the Battlefront II Expansion pack, assuming it's still hosted.
